On the multiplicity of individuals in China

James Fallows got worked up over David Brooks’ ignorant musing about Chinese and Asian collectivity. The product was this excellent paragraph, which follows part of Brooks’ words.

If you show an American an image of a fish tank, the American will usually describe the biggest fish in the tank and what it is doing. If you ask a Chinese person to describe a fish tank, the Chinese will usually describe the context in which the fish swim.

These sorts of experiments have been done over and over again, and the results reveal the same underlying pattern. Americans usually see individuals; Chinese and other Asians see contexts.

This is the kind of thing you can say only if you have not the slightest inkling of how completely different a billion-plus people can be from one another. Beijingers from Shanghainese,  Guangdong entrepreneurs from farmers in Sichuan, Tibetans from Taiwanese, people who remember the Cultural Revolution from those who don’t, people who remember the famines of the Great Leap Forward from people who’ve always had enough. The guy across the street from his brother. His daughter from his wife. People hanging on in big state enterprises from those starting small firms. People who stayed in the villages from those who came to the city for jobs. Christians from Buddhists. Hu Jintao from Jiang Zemin,  Olympic weightlifters from Olympic tennis players, Yao Ming from Liu Xiang, Wen Jiabao from Edison Chen  — and while we’re at it, Filipinos from Koreans,  Japanese from Chinese, Malaysian Chinese from Malaysian Malays. Lee Kuan Yew from Kim Jong Il. People from Jakarta from people in Seoul. Hey, they’re all “Asians”.

When the U.S. Wants to Criticize ‘Chinese Art’

In The New Republic, Jed Perl exercises no economy of words in lambasting art from China and its growing global following. Based on a reading of “Chinese art” that does not apparently leave the island of Manhattan, Perl makes several questionable statements, often abetted by lack of knowledge, and Alan Baumler at Frog in a Well has already taken some of them to task.

I find some solace in Perl’s admission that: “This is not to say that there is nothing of value going on in China today: I do not know all there is to know about art in China. What I do know is that the work that is being promoted around the world as the cutting edge of new Chinese art is overblown and meretricious.” Fine, but this comes only after hundreds of words of under-informed negativity and no apparent experience with Chinese art that hasn’t arrived in New York or Venice.

Missing from Perl’s account is the pervasive sense of unease among many in Beijing’s art scene, both Chinese and foreign, as they have watched the transformation of spaces such as the 798 Art District into pedestrian mall commercial centers, and as they have watched some of the artists Perl criticizes grow their bank accounts with manufactured art.

That’s one of the things Angie Baecker and I tried to capture with our article in the current issue (No. 59) of Art Asia Pacific. We examined the plans and sentiments of some major art spaces and figures in Beijing leading up to the Olympics. And we found a mixture of excitement and trepidation, sometimes with both sentiments coming from the same person.

Totally unexamined by Perl, for instance, are the artists whose work rarely if ever engages political and nationalist issues. And others who openly criticize the government and the country’s history, even if with a certain care to avoid publicity that could threaten their livelihood. Then there’s Ai Weiwei, both involved with and vocally opposed to the Olympics. In the classic media formulation, his contributions to the design of the Olympic stadium are tempered by his criticism of the government. (”The Olympics are an opportunity to redefine the country, but the message is always wrong,” Ai says in our article.)

I would not discount the possibility that some of Ai’s repeated statements have been motivated by a desire for publicity. But for those who make their commentaries in private and whose art-with-message works face government scrutiny, the spotlight is neither welcomed nor sought.

Criticizing a country’s art without engaging even well-reported examples that don’t support one’s criticism is an art world example of the basic structure of [insert country]-bashing: Find some well-accepted tropes about the target country that are well-reported but unconfirmed by the critic, and then use them as the basis of an argument that makes no effort to engage the actual thoughts or facts of life of those involved.

Could it be that a critic writing in a derivative way in the milieu of China-bashing is just as guilty as artists who profit from market-friendly, easily digestible political messages?

‘Malaysia Bans Foreigners’? Look again.

An inexplicably terse headline has been making its rounds in my news feeds for the last couple of days. It would be big news, if only it were true.

“Malaysia Bans Foreigners,” cries the headline of an AP story published at the International Herald Tribune.

Well, no. The article outlines how non-Malaysian vehicles are being banned from gassing up within 50 km of the borders with Thailand and Singapore, since Malaysia is subsidizing fuel and they don’t want foreign freeloaders coming over just to take advantage of the subsidy.

So if you were planning to stop by Kuala Lumpur, and you’re not a Malaysian citizen, fear not. Just this: If you’re driving in from Thailand or Singapore, stop for gas before you get to the border and eat the high prices. Some desk editor needs to read the whole article (or even the lede) before writing the headline.

How to ‘Pressure’ ‘the Chinese’ on Human Rights

At Foreign Policy, former Amnesty International Executive Director William F. Schultz considers how to “pressure Beijing.” Aside from taking a little too literally Chinese government statements about “the Chinese” and their supposed hurt feelings, Schultz, who is now a senior fellow at the Center for American Progress (disclosure: my former employer), makes an interesting suggestion:

What is the appropriate tack to take? The most successful human rights engagement with China—such as that of John Kamm, a former head of the American Chamber of Commerce in Hong Kong who has intervened on behalf of hundreds of political prisoners—is characterized by what one might call respectful tenaciousness. Trying to crack Chinese Internet censorship or highlighting the cases of those mistreated for seeking to advance the rule of law or exercise free speech, for instance, is always appropriate. But so is applauding China’s attempts to control corruption or experiment with local elections.

Effective human rights work requires two things. First, it requires a tragic sense of history—a recognition that, no matter what we do, we will never be able to save everyone from misery or suffering. Sometimes, for example, despite its immense power and resources, the U. S. government’s own ability to influence human rights is limited, and its willingness to do so in a bold way is compromised by competing interests. We who care about human rights would do well to recognize that and shape our recommendations to the U.S. government accordingly. Otherwise, we risk even greater marginalization than we already experience.

But secondly, good human rights work requires persistence and a long view, the recognition that human rights have become the lingua franca for much of the world and a ticket of admission to widely honored membership in the international community. The United States with its plummeting approval ratings around the globe has learned that the hard way. China too will learn eventually that the best way to avert hurt feelings is to avoid prompting criticism in the first place.

The whole construct of “pressure” feels problematic, but I think what Schultz proposes is a significantly more sensitive tack for advocacy and diplomacy. It’s an open question, though, whether a government that stakes much of its domestic persona on a national sense of pride will really change behaviour for the sake of avoiding criticism.

Hillary Release Sets Up China–U.S. Competition

A press release from the Hillary Clinton campaign uses China as the primary “other” for the United States, a nation to which the United States should compare its progress.

An Oct. 10 press release outlining Clinton’s agenda on “Rebuilding the Road to the Middle Class” comes with several policy proposals and an attempt to frame the country’s economic challenges. And in the process of framing, China is set up as a main challenger for the United States, and a main point of comparison for U.S. development. Here, in full, is the section outlining “The Challenges”:

Other nations are increasingly investing in their innovation infrastructure, positioning themselves to challenge our leadership. In the last 12 years, China has doubled the percentage of GDP dedicated to R&D, and over that same period GDP itself doubled. Also, our share of the world’s scientists and engineers is declining, and too few American college students are preparing themselves for these careers. Fewer than 20% of American undergraduates are earning degrees in science or engineering, compared with more than 50% in China. Between 1970 and 2000, our global share of PhDs in science and engineering declined from 40% to 20%. And today, our global ranking in broadband has deteriorated to 25th.

Here, China is the primary “other” to which U.S. achievements are compared.

Later, in a section outlining a proposal for more education funding, China again is the only country named in comparison. “Education is the ultimate innovation prerequisite, but we are ceding ground to other nations,” the release states. “For example, 50% of undergraduates in China are earning degrees in science and engineering, but in America the rate is less than 20%. Our global share of PhDs in these fields has declined from 40% in 1970 to less than 20% today.”

Clinton’s rhetoric in this document compares the United States to China and to the world at large. But notably, no other country or political unit, not even the European Union, is mentioned by name. This is not an overt statement on China, but it tells us something about the way Hillary’s campaign views the rhetorical landscape: Among world powers, they apparently believe, the media and voters are concerned about China above all others.

Tomorrow, Clinton calls the U.S.–China relationship the world’s most important for the coming century, and Japan faces a demotion from the position of the United States’ most important Asian counterpart.

Coming Around to Mann’s Book: A Valuable Polemic

After my initial reaction to James Mann’s China Fantasy, I was ready to be disappointed by the rest of the book. As it turns out, rhetorical excesses aside, the book is a valuable read for anyone interested in how the U.S. political world discusses China, especially those of us who discuss the U.S.–China relationship every day.

The crux of Mann’s criticisms of the U.S. discourse on China is this: He sees the discussion in the United States as centered around an assumption that more trade will inevitably bring more democracy to China. His core message is: maybe not. That’s it. The whole book is devoted to cutting down what Mann sees as a widely-held assumption.

I’m always in favor of tossing out rhetorical conventions that have no relation to reality, and I agree with Mann that, as far as trade leading to democracy, “maybe not” is an important possibility to consider. In fact I can’t imagine any transition to democracy coming about through means so simple as more trade with the United States and greater integration in the international community.

However, the book can be frustrating. In addition to certain logical problems when Mann attacks people he disagrees with (see my previous post), he has not set out to find evidence one way or another on the central question he says faces us. The book is, as advertised, purely about how people talk about China-U.S. relations, not about the relationship itself.

But that’s why it’s valuable to those who read and write about China and the United States. Whether you agree with his positions or not, many of the clichés of the field are laid bare. As Mann predicts, the 2008 Olympics will be venue for much discussion about China, and let’s hope journalists and governments give due consideration to what they say.

Perhaps another day I will have more to say about Mann’s online debate with David Lampton.

Zoellick on China: The Washington Consensus?

President George W. Bush is expected to appoint his former deputy secretary of state Robert Zoellick as head of the World Bank, replacing his former deputy secretary of defense Paul Wolfowitz. Zoellick, who says has lived in Hong Kong, in previous speeches has regarded China the way the government has. In two speeches Zoellick pushed the “responsible stakeholder” rhetoric about China.

In a 2005 speech at a roundtable on China–U.S. relations, Zoellick remarked on the privilege of knowing Zheng Bijian, the international face behind the Chinese “peaceful rise” rhetoric. He used that contact as an introduction to a speech about China as a “responsible stakeholder.” He said:

China has been more open than many developing countries, but there are increasing signs of mercantilism, with policies that seek to direct markets rather than opening them. The United States will not be able to sustain an open international economic system—or domestic U.S. support for such a system—without greater cooperation from China, as a stakeholder that shares responsibility on international economic issues.

This served as an introduction to his criticism of China on points ranging from intellectual property to China’s “partnerships with regimes that hurt China’s reputation and lead others to question its intentions.”

But what is a “responsible stakeholder” to the folks at the U.S. State Department? In this speech, it seems as if the definition is accession to a variety of international laws and norms and considerable help in enforcing them. “[Responsible stakeholders] recognize that the international system sustains their peaceful prosperity,” Zoellick said. “So they work to sustain that system.”

The key here is not the words “responsible stakeholder,” but the words that come with it. Zoellick as U.S. deputy secretary of state said China should be a “responsible stakeholder in the international system,” (emphasis mine) and a “member” of that system. That system is often regarded, especially in economic commentary, as a manifestation of “the Washington consensus“—an ideology to which the World Bank is closely tied.

The unfortunate truth is that we can’t know how much of Zoellick’s speech reflected his own thinking and how much was State Department talking-points. Luckily we have another speech from when he was out of government and [probably paid handsomely to be a] vice chairman of Goldman Sachs. That one’s from nearly a month ago on May 2.

Paying tribute to the 2005 speech discussed above, Zoellick sought in this month’s speech to outline five topics that he believes make the United States and China “shared stakeholders.” The idea of being a “shared stakeholder” with the United States ought to be significantly different from being a “stakeholder in the international community,” but the topics vary little. He said the topics uniting the United States and China are: “economic policy; Korea; Iran; Sudan; and energy security.” (Korea, economic policy, Iran, and Sudan were in the 2005 speech, too.)

Sparing you the details, it emerges from this month’s speech that Zoellick as Goldman staffer was in agreement with his State Department self. He also made mention of his four trips to Darfur, Sudan, in a period of 12 months from 2005 to 2006. (Both speeches also reference the difference between U.S.–China relations in 1972 and now, the second specifically referencing Nixon and Mao.)

Zoellick is no shoddy politician, and no doubt this is part of the reason that he has been found fit to be nominated as head of the World Bank. What’s important now is whether his perspective as head of an “international” institution can jettison the U.S.-centric chops he’s been paid for for a long time and represent the interests of the citizens of the bank’s member states. If not, charges of a U.S.-dominated international economic system will only be strengthened.

Sloppiness in James Mann’s ‘China Fantasy’

I’m half done reading journalist James Mann’s The China Fantasy: How our Leaders Explain Away Chinese Repression, and it’s an interesting, if controversial, read. One thing stands out so far: Mann’s relationship with evidence is strained, and he sometimes fails in logic.

In his defense, Mann notes in the first lines, “This is not a book about China itself. This is a book about the China I have encountered outside of China.” That might be fine, if it were true. But writing about the way U.S. media and politicians talk about China, in Mann’s book, entails trying to make points about how China actually is or might someday be.

Mann has clear opponents. He brings up writings by David Lampton, who later took him to task in a debate on ForeignPolicy.com. What’s most bothersome so far is the rhetorical excess Mann displays in opposing some other commentators. In one case, he criticizes “logical problems” in another argument one sentence after screwing up the logic in his own argument. He writes on page 37:

But this seemingly punchy aphorism, “If we treat China as a threat, it will become a threat,” bears further scrutiny. The suggestion is that the reverse is also true—if we don’t treat China as a threat, it won’t become a threat. But there are all sorts of logical problems with this notion, because one can imagine other possibilities.

Let’s take “treat China as a threat” and call it A. And “China will become a threat” will be B. The argument Mann seeks to refute is then:

If A then B.

His rhetoric turns to deriding a completely different position:

If not A then not B.

In fact this is not implied at all by the statement he’s opposing. He may be thinking of the contrapositive, through which in this case:

“If A then B.” would imply “If not B then not A.”

Anyway, there are indeed “all sorts of logical problems with this notion,” but I don’t suppose Mann was referring to his own logic.

UPDATE: In a later entry, I come around to appreciating Mann’s book despite misgivings about the rhetoric he uses to criticize others’ rhetoric.

Who’s the Bigger Nationalist: Abe or Koizumi?

Ampontan criticizes English-language media for their “[m]indlessly parroted assumptions based on conventional wisdom” that lead to their labeling Japanese Prime Minister Abe Shinzo as a “nationalist.” The entry notes Abe’s hands-off approach thus far on the disputed island situations with Korea and Russia as evidence that he is no “hawkish nationalist.” Observing Japan, on the other hand, argues that, for a variety of reasons, Abe can reasonably be called a nationalist:

What makes Abe a nationalist has little if anything to do with his ideas about Japan’s place in the world and more to do with his vision of Japanese society. In short, Abe and his allies in the LDP want to use the state to recreate a more unified Japan as a means of coping with the problems Japan will face in the twenty-first century. What makes Abe a nationalist is his desire to forge (or re-forge) a kind of dynamic unity among the Japanese people, under the rule of the emperor, of course. As he said in his debate with Ozawa Ichiro this week, “If Japan’s long history, traditions and cultures can be likened to a tapestry that the Japanese people have been weaving, the emperor is the warp.”

An interesting question if we’re talking about Japanese nationalism in a historical sense is whether Abe or Koizumi is indeed the bigger nationalist. The nation-building (i.e. unifying) efforts by the Meiji government prominently featured the symbolism of the Yasukuni Shrine, and they used Yasukuni as a place to show off Japan’s new pride in regarding itself as a modern nation. The shrine was strategically located on a Kudan Hill, which then separated upper- and lower-class areas of Tokyo, with the idea of symbolizing unity. Kudan Hill is also conveniently right across the street from the Imperial Palace Grounds, lest you would forget how important the emperor was to the emerging Japanese nation-state. As we know, Koizumi spent much more time and international political capital than Abe has in paying tribute to Japan’s late 19th—early 20th century nationalism. But Abe has spent more energy on a more contemporary and more instrumental form of nationalism, the revision of Article 9. The rhetoric behind constitutional revision—especially among the people usually called “nationalists”—often invokes the desire for Japan to become a “normal state.”

Indeed, as currently constituted, Japan lacks one of the main characteristics of an independent sovereign state: the ability to use force or the threat of force as an instrument of foreign policy. The result is a relationship with the United States that puts its status somewhere in the area between protectorate and strategic ally. Though Japan could theoretically cast off U.S. ties without changing its constitution, the security environment makes this highly unlikely. Changing the constitution would, for better or for worse, strengthen Japan’s independence as a state.

So my verdict: People like Abe who favor constitutional revision are “practical nationalists,” whereas people like Koizumi who pay tribute to late 19th century nationalist traditions are “sentimental nationalists.”

Does Death Toll Alone Determine Global Response?

At Global Voices Online, John Kennedy translates a Chinese-language blog post called “Waiting for Bush to Reciprocate” (等着布什的回礼) The idea is that 33 people die on a pretty regular basis in China, and President Bush doesn’t always send his condolence straight away.

In America, everybody lowers the flag to half-mast for a week, and Mrs. Bush visited the campus where the slayings took place to express condolences in person. If our nation dealt with things this way, I imagine there wouldn’t be many days when the flag in Tiananmen Square would ever rise to the top of the flagpole, and our national leaders wouldn’t ever have much time to leave the country for visits. After these two disasters took place in our country, except for their relatives, how many people expressed sorrow for them? Yet the American government has turned the slayings into national mourning.

The ensuing argument seems to ask the United States to be more personable—that is to say, less statist. The implication is that if the Chinese government doesn’t respond as massively as the U.S. government might for a similar death toll, people should appeal to see how the communities affected are dealing with it. And if the “poor” people are mourning in earnest with little attention from the “rich,” the writer would have the United States show solidarity with the mourners.

If an exceptionally poor family approaches the bereavement of its family members with earnest, people from all corners of the land will come show their respects. To not go would be disrespectful.

I just wonder if this is actually true.
