Online Voices Aren’t Everything in China

In the months leading up to the Beijing Olympics, which began Friday, English language media have published countless stories on China and its capital. But many of these stories echo each other and few break new ground in the world’s understanding of China. Many emphasize a consistent set of outside concerns and, in portraying conflict, oversimplify the wide variety of viewpoints to be found even without leaving Beijing.

Reporting in China is not easy, and difficult conditions while pounding pavement encourage an over-reliance on the easily accessible but skewed commentary online. After the unrest in Tibet this year and demonstrations on the Olympic Torch Relay route, especially in France, a torrent of nationalist commentary and push-back emerged from people who thought China was being portrayed unfairly, and there were dozens of stories on “angry Chinese youth.”

Writers (including this one) have also written frequently about internet censorship and efforts to circumvent restrictions. In the last year, LexisNexis finds more than 350 mentions of “great firewall,” one of several ways reporters refer to China’s online controls.

But internet phenomena can only be so big in China. If the government’s July numbers are correct, the country now has 253 million internet users, more than any other country in the world. But with a population of 1.33 billion, that’s still only 19 percent of the population. That’s compared to more than 70 percent in the United States, the second largest national internet population, and a global average of 21 percent, according to Kaiser Kuo at Ogilvy.

What happens online in China, therefore, doesn’t involve most of the laobaixing, a term used widely in China to refer to “regular people.” Further, in a poll conducted by the Pew Internet & American Life Project, more than 80 percent said they thought the internet should be controlled, and just as many said the government should be in charge of those controls.

Even if reporters do get off the internet and mingle with the 80 percent of Chinese who don’t log on, it’s impossible to tell the full story of how the laobaixing see the Olympics. But I’ll relate one story that unfolded over several weeks in my former neighborhood in central Beijing.

Across from the entrance to my alley, the flags of the Communist Party, China, and the Olympic rings flew above a small home that had until recently also been a dried fruit and beverage store. The residents had erected the flags and plastered much of the exterior with pictures of Mao Zedong, Deng Xiaoping (whose son still lives in a large complex nearby, according to neighbors), and the current Chinese president and premier, Hu Jintao and Wen Jiabao.

Their home had been marked for demolition in a pre-Olympic beautification effort. In a pattern that played out dozens or hundreds of times during Olympic preparations, the residents were concerned that they might not get sufficient compensation and resisted leaving as long as possible.

On several evenings when the demolition was thought to be imminent, hundreds of neighbors and passers-by gathered on the street waiting and talking. A police van and some plain clothes officers kept an eye on the crowd most of the time, but people were outspoken and opinions divergent.

Some echoed the residents’ slogan posted atop the small home, “Premier Wen Jiabao should look out for the livelihood of the laobaixing.” Some said they thought the family should just move out, or were sympathetic but thought the Olympic flag shouldn’t be involved. Some spoke of frustration with the Olympics for making life so complicated this year in Beijing, and some said they were proud to welcome the world to their city, despite recent inconveniences. Some neighbors didn’t care one way or another about the Games but were strained by higher food prices, which they attributed to a ban on outside trucks entering Beijing. Others mused that it’s been an unusually hot summer and wondered why I kept wearing long pants.

The home was torn down in late July. The internet is still censored. Some people are enflamed about perceived anti-China statements. But if a news story makes any of this sound simple or un-nuanced, remember the multitude of opinions on one street corner.

Obama Says He Would Hear From Dalai Lama Before Going to Olympic Ceremony

Credit: Center for American Progress Action FundWithout saying definitively he would not attend the Olympic opening ceremony in Beijing one month from today, U.S. Senator Barack Obama said as president he would skip the ceremony without hearing from the Dalai Lama that there had been progress on the Tibet issue.

“In the absence of some sense of progress, in the absence of some sense from the Dalai Lama that there was progress, I would not have gone,” Obama said at a news conference, according to the Associated Press.

From a Chinese perspective, the statement that Obama would take cues from the Dalai Lama is quite bold and constitutes a public articulation of which side the candidate has chosen in the Dalai Lama–P.R.C. disputes. While few would be surprised to hear a Democratic candidate support human rights in Tibet, it’s diplomatically significant if enunciated.

The AP article notes that Obama had encouraged President George W. Bush to skip the ceremony, as had Senator John McCain in April.

McCain, Obama’s Republican opponent, also issued a hypothetical ultimatum, similarly saying that he would only attend the ceremony if he saw improvements on human rights issues. McCain’s April statement was in some ways stronger than Obama’s most recent one, though he did not allude to taking cues from the exiled Tibetan leader.

“If Chinese policies and practices do not change, I would not attend the opening ceremonies,” said the Arizona senator, who has clinched the GOP nomination for president. “It does no service to the Chinese government, and certainly no service to the people of China, for the United States and other democracies to pretend that the suppression of rights in China does not concern us. It does, will and must concern us.”

These statements, which apparently promise to show symbolic support in exchange for concessions on human rights issues, recall the early Bill Clinton administration principle of conditional engagement: The United States would work with China on trade in exchange for rights improvements. What the candidates haven’t mentioned is that when Clinton tried this tactic, it either failed or was abandoned in favor of, say, less-conditional engagement.

Could the candidates be reacting to George W. Bush’s friendly behavior toward China in the way that Clinton reacted to George H. W. Bush’s? The current president, for one, comes near toeing the Chinese line in his most recent statement, promising to attend the ceremony. Skipping the event would be “an affront to the Chinese people,” he said.

Cuba–China Ties in Focus as Standing Committee Member Visits Fidel

Fidel Castro met with He Guoqiang, a member of China’s powerful Politburo Standing Committee, for more than two hours yesterday, discussing numerous and diverse topics such as Tibet, Taiwan, food prices, the Olympics, and Fidel’s health (He conveyed President Hu Jintao’s wish for Castro’s speedy recovery). Earlier in the week He met with Cuban President Raul Castro.

He’s visit is just one of many recent signs of strengthening Cuba–China relations. Trade between the two nations surged to $2.2 billion last year, up 23 percent from 2006, and nearly 250 percent from 2005; China is Cuba’s second-largest trading partner (after Venezuela). China recently expanded broadcasts in Cuba of Chinese television stations and sold railway engines to the Cuban government for use in the public transport system.

He Guoqiang’s Cuba visit marked the beginning of a four-country tour that will take him to Brazil, Angola, and Trinidad and Tobago.

Demonstrations in Tokyo During Hu Visit: Could Be Worse

But even as Hu spoke, about 200 protesters waved signs outside the university gate saying “Free Tibet” and “No Pandas, No Poison Dumplings,” the latter referring to Hu’s offer to lend two pandas to a Tokyo zoo and a row over Chinese-made dumplings laced with pesticide that made several Japanese people ill.

When I was in Japan recently, the contaminated jiaozi/gyoza scandal was one of the first things most Japanese friends asked me about on learning I now live in Beijing. It seems like a bit of progress if anti-China demonstrators (who weren’t particularly numerous) are complaining about human rights and food safety rather than history-related issues. Anti-U.S. slogans were not as substantial when I happened upon a much larger demonstration on Sept. 11, 2004, at Tokyo’s Omotesando.

“I just want to say ‘Free Tibet’. I want to say ‘No’ to China’s oppression of human rights,” said 29-year-old Atsushi Hanazawa, who carried a guitar along with a Tibetan flag.

Again, this makes Japanese protesters in a similar position as many around the world. No comment on who’s well informed.

Some Waseda students were more concerned about getting to class. “I can’t get through the gate. It’s a pain,” said 18-year-old Takuhiro Waki of the protest.

About two dozen right-wing activists yelled anti-Chinese slogans such as “Hu Jintao, Go Back to China.” Earlier, some right-wing Waseda alumni protested against Hu’s speech in a blog.

There’s the nationalism. But two dozen? Pretty weak from people who get crowds twice that size in front of sound trucks on anonymous Tuesdays near busy train stations and somewhat regularly clog the streets near the Chinese embassy.

Nearby around 50 Chinese students held their own rally, yelling “Go, China” in Chinese, “Sino-Japanese Friendship” in Japanese, and “Yes, We Can” in English.

“When I hear the anti-Chinese slogans, I feel that the Chinese people’s character has been maligned,” said 28-year-old Chinese graduate student Cao Shunrui.

There’s a little more nationalism, perhaps, from the other side. I’m not sure what to make of that, but the “Sino-Japanese friendship” message is considerably more helpful than some of the vitriol on both sides in U.S. campuses, from Grace Wang’s experience at Duke to a few dozen other reported rallies.

Hu later shed his suit jacket to play ping-pong at Waseda with popular players from both countries, but Fukuda, 71, declined to pick up a paddle.

“I’m glad I didn’t play ping-pong with him,” Fukuda told reporters. “He’s very strategic. I thought you can’t be too careful.”

I wouldn’t play him either. If he’s playing with popular players, he’d kick my ass. Unless Prime Minister Fukuda has been training, it’s probably wise to save the embarrassment and watch a friendly match.

U.S. Scholar Says Japan Should Be More ‘Proactive’

It’s been a while; to any loyal readers, my apologies. Since Monday evening I’ve been in Japan traveling, the first time I’ve left China after moving there last July. Writing now on the train between a visit in southern Kyushu on my way to Hiroshima, I’ll save you my personal reflections. I did see something of interest, however, in today’s Japan Times. The paper carried a Kyodo story on a U.S. professor’s advice to Japan.

In brief, the story reports that Kent Calder, director of the Reischauer Center for East Asian Studies at Johns Hopkins’ School of Advanced International Studies in Washington, D.C., urges that Japan be more “proactive” in its post-Bush relations with the United States. He also said that an Obama presidency may be more conducive to changes in Japan policy from the U.S. side than a Hillary Clinton or McCain administration.

The article leads with Calder’s comments on a concept called “Japan passing,” meaning essentially U.S. policy discussions going on without much discussion of this country. Indeed, as I wrote earlier, for example, China and Iraq are among the most talked-about countries in Clinton’s foreign policy, whereas Japan plays a small role. (Perhaps I will have time to compare that work with Obama and McCain.) The story may be using Calder’s statements to imply a general apathy in U.S. policy circles toward Japan, which I think isn’t true. Without knowing more about Calder’s work and statements, I can’t say what he thinks, but I do believe that economic and East Asian security concerns would prevent any U.S. government from ignoring Japan.

Calder said energy efficiency and environmental technology are strengths for Japan and might serve as a good way to increase its international influence. “Japan is the only major nation of the major energy producers whose consumption in the last three years or so has gone down,” Calder said.

Anecdotally, I see positive and negative forces at work in Japan on energy efficiency over the last few days. Mass transit is of course a strength here, and over two days in an area of Kyushu with fewer train options, I was glad to see light-engine automobiles either at parity with or outnumbering larger engines. Meanwhile the lack of good insulation in many regular Japanese residential and public buildings represents a huge opportunity for retrofitting to prevent energy waste as heating or cooling is lost through under-insulated walls. (As I write this, I am passing the most industrial and pollution-spewing vista I have encountered in Japan, off the shinkansen tracks near Tokuyama Station.)

I have taken an unanticipated break on this site because of an uptick in my paid workload: Sinobyte, my blog on Chinese technology and society for the CNET Blog Network, is now in its third month. I have also had work to do on some new consulting before what, barring any unforeseen changes, will be my return to the United States this fall for more academic work on East Asia. I am sure I will have more to say after my stay in Hiroshima, and most likely more to come after my return late this month to Beijing.

Mitt Romney’s China Ad, and the Obama Toys Trip-Up

It’s Iowa caucus day in the U.S. election, so time for a bit of China-election news. Former Massachusetts Governor Mitt Romney, a candidate for the Republican nomination, promises to “level the playing field” with China in a new ad (below). And Sen. Barack Obama, a Democratic candidate, said he would ban all toy imports from China—and then took it back.

Romney’s ad is more recent than Obama’s toy trouble. Bill Powell at Time’s China Blog, noting that the ad appeared on the eve of today’s Iowa caucuses, cranked up the sarcasm for this one:

Never mind that former Governor Mitt Romney doesn’t exactly say how he’ll “level the playing field” with an economy that’s growing “three times faster than ours” (presumably not by getting Americans to work in factories for a dollar an hour). At least the guy devotes 30 seconds of television time to the second most important foreign policy subject out there. Maybe some crack American political reporter will actually ask him about it.

Or, more likely, not…

As for Obama, I was on the road for two weeks in December and failed to comment on this story. Luckily China Law Blog had some coverage of Obama’s pre-Christmas statement that he “would stop the import of all toys from China.” CLB collected blogger reaction, including from China Venture News, which wrote, “The bottom line though is this: China trade is not a simple “us and them” issue. The companies making toys in Shanghai and Shenzhen for export to America send their profits to New York and are parts of joint ventures that have stockholders in the suburbs of Chicago, Boston, and Topeka.”

The Obama campaign later said that the statement had not been rendered by the press with appropriate context. From Reuters via NYT:

“Now, don’t get me wrong: As president, I’ll work with China to keep harmful toys off our shelves,” he said in Greenfield, Iowa, according to a statement from his campaign for the November 2008 election, . [sic]

On Wednesday, Obama had told voters in New Hampshire: “I would stop the import of all toys from China,” which supplies about 80 percent of U.S. toys.

A spokesman for Obama, Josh Earnest, said the candidate had been referring in New Hampshire to banning “toys that contain more than a trace level of lead, coming from China or anywhere else.”

Hillary, in Toys Warning, Claims She ‘Stood Up’ to China in 1995

U.S. Sen. Hillary Clinton has added a level confrontation to her rhetoric on China, warning in a phone call with Iowa voters that toy and food imports from China could be a threat during the U.S. holiday season. “One of the things I don’t believe we should have to worry about is the safety of our food that is served for Thanksgiving or the toys that we buy our children for Christmas,” she said.

“I’ll improve the safety of children’s toys and stop dangerous toys from getting into our children’s hands by completely banning lead in children’s toys,” she said. 

“If China expects to do business with the United States, they’re going to have to meet higher standards.”

And if American companies think that they can get a cheaper deal by going to China, well, they’re got another thing coming, because they’re going to have to meet the same standards.”

Clinton also claimed experience confronting China, referring to her speech at the U.N. World Conference on Women as first lady in 1995. “I went to Beijing in 1995 and stood up to the Chinese government on human rights, women’s rights,” Clinton said.

Or did she? Here’s the portion of her speech that most directly addresses the Chinese government:

I believe that, on the eve of a new millennium, it is time to break our silence. It is time for us to say here in Bejing, and the world to hear, that it is no longer acceptable to discuss women’s rights as separate from human rights. [...] 

It is a violation of human rights when babies are denied food, or drowned, or suffocated, or their spines broken, simply because they are born girls.It is a violation of human rights when woman and girls are sold into the slavery of prostitution. [...]

Women must enjoy the right to participate fully in the social and political lives of their countries if we want freedom and democracy to thrive and endure.

It is indefensible that many women in nongovernmental organizations who wished to participate in this conference have not been able to attend — or have been prohibited from fully taking part.

Let me be clear. Freedom means the right of people to assemble, organize and debate openly. It means respecting the views of those who may disagree with the views of their governments. It means not taking citizens away from their loved ones and jailing they, mistreating them, or denying them their freedom or dignity because of the peaceful expression of their ideas and opinions. [emphasis mine]

The second to last paragraph refers to the fact that some members of NGOs were unable to attend the conference because of Chinese government objections. This does not seem to me to be a particularly strong statement, though it certainly would not have gone unnoticed by the diplomatic class.

Indeed, the remarks may have been carefully calibrated to make headlines without being especially disturbing to U.S.–China relations, which at the time were strained because of a visit to the U.S. by then President of Taiwan Lee Teng-hui. From The New York Times’ report on Sept. 6, 1995:

A senior Administration official traveling with Mrs. Clinton was at pains after the address to explain that it did not mark a return to a more vocal confrontation with China over its poor human rights record. In recent months, Washington has sought to tone down its public remarks on human rights abuses in favor of a more private dialogue that had few results.

“There is nothing in her speech that in any way deviates from our approach on China,” the official said, “or on our desire to get the relationship stabilized and to get some momentum going. This is a United Nations conference and she was speaking out on a global problem.”

At the time, the first lady told a press conference, “To me, it was important to express how I felt and to do so as clearly as I could.” I’d say the message could have been more clear, but clearly the message got to the Times.

Japan’s New Foreign Policy: Step Back and Focus on Asia

Fukuda tells the Washington Post that Asia is Japan’s top responsibility, sending a signal to the United States on Japan’s expired Afghanistan refueling mission. This is also a departure from Abe and Aso’s aspiration to “Eurasian” reach.

It wasn’t too long ago that then-Foreign Minister Aso Taro declared that Japan would work for an “arc of freedom and prosperity” (自由と繁栄の弧) reaching across the Eurasian landmass. Aso’s rhetoric, which was to set out a foreign policy framework for the newly minted premiership of Abe Shinzo, made some people uncomfortable because of its echoes of history—no doubt partially because of Abe and Aso’s general hawkishness.

Now, after the implosion of the Abe government and the rocky start for Prime Minister Fukuda Yasuo, a man who was initially seen as an agent for stability, Japan is changing its foreign policy footing. Ahead of Fukuda’s first visit to the United States as prime minister, he gave an interview to the Washington Post. “I believe the heaviest responsibility for Japan is to see to it that there is stability and prosperity in Asia,” Fukuda said, while also calling the U.S.–Japan alliance the “very foundation” of his foreign policy.

Japanese-U.S. ties have been destabilized (if only slightly) recently by the refusal of the Japanese legislature, where the upper house is controlled by Japan’s opposition, to renew Japan’s refueling mission in support of a primarily U.S. military action in Afghanistan. Predictably, this drew attention from U.S. Defense Secretary Robert Gates on his trip to Asia last week. But as Tobias Harris writes, changes in China loom large in the U.S.–Japan alliance. Here’s Tobias, quoting Gates’ speech last week at Sofia University in Tokyo:

Most pressingly, the alliance has yet to coordinate an approach to China. To some, it is a bulwark against China. To others—and I think it’s safe to include Mr. Gates in this category—the stronger the U.S.–Japan alliance, the better able it will be to reach out to China and work on incorporating China into the regional security architecture. As Mr. Gates says of China, “I do not see China as a strategic adversary. It is a competitor in some respects and partner in others. While we candidly acknowledge our differences, it is important to strengthen communications and to engage the Chinese on all facets of our relationship to build mutual understanding and confidence.”

Fukuda’s emphasis on Asia, if not an isolated statement, could represent at least an orientation toward improving its relations with regional powers. It certainly would seem to reflect the reality of Japanese politics over involvement with U.S. military action.

Footnote: Gates’ not-adversary-but-competitor line also reminds me of Obama, for what it’s worth.

Hillary’s China Focus, and a Lonely Japan?

Clinton says the U.S.-China relationship will be the world’s “most important bilateral.” What should Japan think?

The main candidates for U.S. president are all contributing essays on their foreign policy vision to Foreign Affairs, and Sen. Hillary Clinton (as well as Sen. John McCain) came up this issue. Tobias Harris, in an entry called “The Vanishing Ally,” notices that Clinton made a bold statement, putting the U.S. relationship with China at the top of her list of priorities.

“Our relationship with China will be the most important bilateral relationship in the world in this century,” Clinton writes. She continues:

The United States and China have vastly different values and political systems, yet even though we disagree profoundly on issues ranging from trade to human rights, religious freedom, labor practices, and Tibet, there is much that the United States and China can and must accomplish together. China’s support was important in reaching a deal to disable North Korea’s nuclear facilities. We should build on this framework to establish a Northeast Asian security regime.

But China’s rise is also creating new challenges. The Chinese have finally begun to realize that their rapid economic growth is coming at a tremendous environmental price. The United States should undertake a joint program with China and Japan to develop new clean-energy sources, promote greater energy efficiency, and combat climate change. This program would be part of an overall energy policy that would require a dramatic reduction in U.S. dependence on foreign oil.

We must persuade China to join global institutions and support international rules by building on areas where our interests converge and working to narrow our differences. Although the United States must stand ready to challenge China when its conduct is at odds with U.S. vital interests, we should work for a cooperative future.

Dealing with China is just one of many issues Clinton’s essay lists as challenges for the next president (some others—two wars, Iran, “a resurgent Russia,” threats to Israel and oil supplies in the Middle East, climate change, and possible global epidemics). But consider this quick count of the most-mentioned countries. The count includes adjectival forms, so “China” and “Chinese” would both be counted.

(This counting exercise I admit can be a bit silly; it threatens to elevate a Foreign Affairs piece to the level of the State of the Union. But it can demonstrate just how high on the public agenda China has risen, at least in the mind of Clinton’s foreign policy writing.)

Regarding the statement that the U.S.–China relationship is the century’s most important, Tobias writes, “That may be disconcerting for Japan, used to hearing U.S. officials insist on the importance of the U.S.–Japan relationship, but it also happens to be true.” He adds later, “[T]he U.S.–Japan relationship could be an essential part of the U.S. approach to China, helping smooth China’s ascension to regional and global leadership (and hold China accountable). Senator Clinton hints at this—she mentions cooperation on clean energy—but no policymaker or presidential candidate has discussed a Sino–U.S.–Japanese triangle.”

Given that the Sino–Japanese–U.S. triangle was my blogging bailiwick for an entire year, I can confirm that, indeed, no one talks much about this. But I don’t go as far as Tobias when it comes to actually fearing the U.S. government under a new administration would forsake Japan. Japan remains essential to the United States as a security and economic partner. All sides of the triangle need both security and business relations to remain smooth throughout the trilateral. It may be the case the Clinton and her campaign simply decided against giving much space to reiterating the U.S. relationship with Japan in this particular essay. It looks to me from the table as if some countries were included in the essay as a political hat-tip (see especially the passage on Latin America, where the Bush administration is scolded for inattention but Clinton offers little other than a laundry list of nations).

My main message here is that this is a campaign document, not so much a policy proposal. It may have been a bit of a diplomatic gaffe not to give Japan a little more space, but I doubt the omission will have any adverse effect on the campaign. On the other hand, when China-related issues inevitably come up in force during the Olympics in August 2008, just three months before the general election, it will be key for candidates to have a record on China. Barring any unforeseen disasters, Japan will not likely be a major topic in U.S. media coverage leading up to the election.

Hillary Release Sets Up China–U.S. Competition

A press release from the Hillary Clinton campaign uses China as the primary “other” for the United States, a nation to which the United States should compare its progress.

An Oct. 10 press release outlining Clinton’s agenda on “Rebuilding the Road to the Middle Class” comes with several policy proposals and an attempt to frame the country’s economic challenges. And in the process of framing, China is set up as a main challenger for the United States, and a main point of comparison for U.S. development. Here, in full, is the section outlining “The Challenges”:

Other nations are increasingly investing in their innovation infrastructure, positioning themselves to challenge our leadership. In the last 12 years, China has doubled the percentage of GDP dedicated to R&D, and over that same period GDP itself doubled. Also, our share of the world’s scientists and engineers is declining, and too few American college students are preparing themselves for these careers. Fewer than 20% of American undergraduates are earning degrees in science or engineering, compared with more than 50% in China. Between 1970 and 2000, our global share of PhDs in science and engineering declined from 40% to 20%. And today, our global ranking in broadband has deteriorated to 25th.

Here, China is the primary “other” to which U.S. achievements are compared.

Later, in a section outlining a proposal for more education funding, China again is the only country named in comparison. “Education is the ultimate innovation prerequisite, but we are ceding ground to other nations,” the release states. “For example, 50% of undergraduates in China are earning degrees in science and engineering, but in America the rate is less than 20%. Our global share of PhDs in these fields has declined from 40% in 1970 to less than 20% today.”

Clinton’s rhetoric in this document compares the United States to China and to the world at large. But notably, no other country or political unit, not even the European Union, is mentioned by name. This is not an overt statement on China, but it tells us something about the way Hillary’s campaign views the rhetorical landscape: Among world powers, they apparently believe, the media and voters are concerned about China above all others.
