The U.S. Candidates on China I: Democrats

The Council on Foreign Relations has compiled a summary of what the candidates for U.S. president have to say about China, or really, what they’ve had to say—most statements are vague and many are a few months old. The CFR compilation only tracks more prominent statements on China. Statements not directly related to China, say releases accompanying Obama’s support for a Senate bill banning lead in products for children, don’t make it in.

Here’s a summary of the major points for the major candidates. I’m adding in some recent commentary and links via my Google Alerts and other feeds.

    Sen. Hillary Clinton (D–N.Y.)
  • Clinton’s most prominent statements on China came last March and included a few media appearances in which she called for the U.S. to reduce its dependency on Chinese lending. This came amidst a series of visits to China by U.S. Treasury Secretary Henry Paulson and a surge in media attention to the U.S.–China trade imbalance surrounding the Chinese stock scare that winter. CFR links to the same article that many other sources do when talking about Clinton and China. It’s the article that triggered my March 3 entry on this site.
  • Clinton and Sen. Barack Obama both said they would support punitive tariffs against China if it doesn’t revalue its currency. The National Interest cites this among the reasons the United States and China may be headed toward a trade war.
  • CFR also dug up a 2005 release on Clinton’s Senate website asking President George W. Bush to bring up human rights in talks with the Chinese government.
    Sen. John Edwards (formerly D-N.C.)
  • Edwards has kept quiet on China for quite a while. CFR notes the speech he made in 2006 at the Asia Society in which he declared the U.S.–China relationship his country’s most important bilateral relationship. The speech is something I never got around to writing about here, partly because the speech itself didn’t reveal much of interest. …
  • … But, in the Q&A, Edwards did have something interesting to say on the China–Darfur issue. In response to a question from Ambassador Richard Holbrooke, he said:
    I mean, the starting place is something that we’re not doing, which is to make it a priority - to make it a priority that the Chinese are propping up these governments and in the case of Sudan, allowing a genocide to continue. I think the first thing is we have to make it a priority in our relationship with China. And the Chinese have to know that it’s a priority.

    That’s something to watch as the issue festers leading up to the Olympics. File it under “stuff he said that someone will quote sometime”—especially if he gains in the polls.

  • Obama’s “neither our enemy nor our friend” statement is still the main enunciation of his view on U.S.–China relations. Instead, he said, the countries are “competitors.”
  • CFR notes Obama’s speech at my former haunt, the Chicago Council on Global Affairs, in which he said he’d “forge a more effective regional framework in Asia that will promote stability, prosperity and help us confront common transnational threats such as tracking down terrorists and responding to global health problems like avian flu.”

Back to Blogging: Some Things I’ve Missed

After almost two months in China (Friday makes it official), I’ve settled in to a rhythm of life in Beijing and I think it’s time to revive this site. I’ve missed a lot of news, which is OK with me. In the future, this blog will be less news-oriented (though as a journalist I can’t imagine I’ll leave it all behind). I’m also still working on a new format and identity for the site which I think will fit my interests. But for now, let’s just review some of the things I’ve missed in the last two months.

In no particular order:

  • As we all know by now, Prime Minister Abe Shinzo is finished. I’ve found Observing Japan to be the best source for detailed news on the selection of Fukuda Yasuo as the next prime minister. Most recently, the tireless blogger-scholar behind OJ gives us analysis of how Fukuda has made some peace in the party by appointing faction-heads to the cabinets.
  • Very little has been said about China in the U.S. presidential contest over the last few months, but …
  • Sen. Hillary Clinton’s trouble with a fugitive donor changed triggered some conservative criticism of her and her husband’s connections to Chinese (really, Chinese-American) money. See here for a representative example. I wrote about Clinton’s most prominent statement on China so far in this election cycle back in March.
  • A recent violent roundup of black drug dealers and many other innocent black people in Beijing brought disquiet in the expat community. Though I was in the area the same night, I left too early to see it first hand. A first report came from Jen Brea, and a later, more detailed one from Chris O’Brien. A Newsweek blog has another first-hand account from an expat who was forced to delete photos of the event.
  • A correspondent in Kyushu e-mailed with some interesting survey results (via Japan Probe and Jun Okumura, another great blogger on recent political developments).
    • In a survey of Chinese, 78 percent saw Japan as a threat, followed closely by 75 percent perceived a U.S. threat.
    • Forty-six percent of both South Koreans and Japanese saw China as a threat, and more than 70 percent of both of those populations saw North Korea as a threat.
  • W. David Marx and friends launched Néojaponisme, an online journal that will eventually supplant Marxy’s Néomarxisme “post-blog.” I highly recommend the first week-long series, a detailed and interesting interview with Patricia Steinhoff, a sociologist and professor at University of Hawaii who has studied student radicalism in Japan with some of the best sourcing around. Start reading here. And I’m not just plugging this because you’ll see my work on the site in the future as a contributor from Beijing.

Who’s the Bigger Nationalist: Abe or Koizumi?

Ampontan criticizes English-language media for their “[m]indlessly parroted assumptions based on conventional wisdom” that lead to their labeling Japanese Prime Minister Abe Shinzo as a “nationalist.” The entry notes Abe’s hands-off approach thus far on the disputed island situations with Korea and Russia as evidence that he is no “hawkish nationalist.” Observing Japan, on the other hand, argues that, for a variety of reasons, Abe can reasonably be called a nationalist:

What makes Abe a nationalist has little if anything to do with his ideas about Japan’s place in the world and more to do with his vision of Japanese society. In short, Abe and his allies in the LDP want to use the state to recreate a more unified Japan as a means of coping with the problems Japan will face in the twenty-first century. What makes Abe a nationalist is his desire to forge (or re-forge) a kind of dynamic unity among the Japanese people, under the rule of the emperor, of course. As he said in his debate with Ozawa Ichiro this week, “If Japan’s long history, traditions and cultures can be likened to a tapestry that the Japanese people have been weaving, the emperor is the warp.”

An interesting question if we’re talking about Japanese nationalism in a historical sense is whether Abe or Koizumi is indeed the bigger nationalist. The nation-building (i.e. unifying) efforts by the Meiji government prominently featured the symbolism of the Yasukuni Shrine, and they used Yasukuni as a place to show off Japan’s new pride in regarding itself as a modern nation. The shrine was strategically located on a Kudan Hill, which then separated upper- and lower-class areas of Tokyo, with the idea of symbolizing unity. Kudan Hill is also conveniently right across the street from the Imperial Palace Grounds, lest you would forget how important the emperor was to the emerging Japanese nation-state. (An excellent source for the early history of the shrine is Akiko Takenaka’s dissertation on Meiji nationalist architecture: Takenaka-O’Brien, Akiko. “The Aesthetics of Mass Persuasion: War and Architectural Sites in Tokyo, 1868-1945.” Yale University, 2004.)

As we know, Koizumi spent much more time and international political capital than Abe has in paying tribute to Japan’s late 19th—early 20th century nationalism. But Abe has spent more energy on a more contemporary and more instrumental form of nationalism, the revision of Article 9. The rhetoric behind constitutional revision—especially among the people usually called “nationalists”—often invokes the desire for Japan to become a “normal state.”

Indeed, as currently constituted, Japan lacks one of the main characteristics of an independent sovereign state: the ability to use force or the threat of force as an instrument of foreign policy. The result is a relationship with the United States that puts its status somewhere in the area between protectorate and strategic ally. Though Japan could theoretically cast off U.S. ties without changing its constitution, the security environment makes this highly unlikely. Changing the constitution would, for better or for worse, strengthen Japan’s independence as a state.

So my verdict: People like Abe who favor constitutional revision are “practical nationalists,” whereas people like Koizumi who pay tribute to late 19th century nationalist traditions are “sentimental nationalists.”

Predicting the Future With Jonathan Spence

I caught Jonathan Spence, the Yale historian responsible for a large stack of richly researched writing on China, at a lecture he gave last night to a Yale alumni group in Washington, D.C. (I was a plus-one.) The lecture was supposed to discuss what Chinese history can teach us about China’s future. Spence seemed less than totally comfortable talking about the future, especially in a room that he said contained many people with “higher security clearances” than his, but he seemed to embrace the task of drawing parallels if not making predictions. Here are a few of his most interesting points that I managed to jot down:

  • With so much worry among environmentalists about China’s ability to manage its environment, Spence reminded us that over centuries of Chinese history, the central authorities often “intervened,” as he put it, in situations when regional authorities could not handle flooding disasters and famine situations. Of course, the success of these interventions has been mixed, but his point seemed to be that environmental policy in China is not exactly new. I’m unsure how applicable these historical experiences may be to industrial waste and carbon emissions, but it’s a point well taken, especially in view of the United States’ utter inability to deal with a major domestic flood in a way that satisfied its public.
  • Noting the Cultural Revolution and subsequent regimes’ caution toward history, Spence said in his opinion “history is on its way back” in recent years. He seemed delighted to see the growth of great universities in China and the growing activity of Chinese archaeologists and historians.
  • He talked about legitimacy as one factor to examine when thinking about Chinese history. That is, what factors make the government’s rule legitimate. He noted that, while revolutionary credentials had been essential to legitimacy in the Mao era and perhaps even up until Hu Jintao’s generation, it’s not so clear that revolutionary thought is as highly valued any more. Indeed, as Spence noted repeatedly, most of the top leaders in Hu’s generation are engineers of some sort—as he put it, people who build things.
  • Perhaps his most earnest prediction (he offered a “nickel bet”) was that the generation that succeeds Hu’s will be more qualified in business and management, and may be more likely to have experience in the United States. These generations, of course, refer to the convention that has emerged since the end of Mao’s rule whereby generations of leadership take power from their elders every 10 years. Hu’s generation is almost uniformly 10-ish years younger than Jiang Zemin’s. And Jiang’s was younger than Deng Xiaoping. That means the next generation, which would take power in 2012, will generally be born in the 1950s.

A personal highlight of the talk for me was his description of moving to the United States from his native Britain in the ’50s on an exchange program between Cambridge and Yale. He said the academic perspectives at Cambridge at the time seemed to look at the world through the lens of which places “Britain had absent-mindedly” happened to colonize. Moving to Yale, he said, gave him a fresh and wider perspective—one that he’s been thankful for ever since.

That leaves me wondering what great embedded assumptions might dominate U.S. universities. With some luck, I’ll learn enough Chinese to some day read the products of this great burgeoning body of modern Chinese scholarship.

Fun With Abe-Bush Rhetoric

Shisaku has a snarky roundup of Abe Shinzo’s recent visit to the United States. Here’s the blog’s response to Abe’s hinting that maybe “the past is the past.”

“The 20th century was a century that human rights were violated in many parts of the world. So we have to make the 21st century a century — a wonderful century in which no human rights are violated. And I, myself, and Japan wish to make significant contributions to that end. And so I explained these thoughts to the President.”

First–uh, Abe-san, we are already six years into the 21st century. Believe me, rights have been violated.

Second–are you out of your freaking mind? Just because the date on Gregorian calendars start with a 2, we have to kiss off thinking about what happened in the past? (For all you on Jewish, Chinese or Hejirah calendars, you are not in the 21st century. You are on your own as to whether to violate or not violate human rights)

Obama on China: ‘Neither Our Enemy Nor Our Friend’

Barack Obama, a U.S. Senator and candidate for the Democratic nomination for president, is a brilliant rhetorician. But it’s notoriously hard to pin down his opinions on discrete policy areas and questions. It’s reasonable to speculate that the campaign is intentionally avoiding staking out policy ground unnecessarily this early in the campaign. But recently, some hints about Obama’s thinking on China have emerged.

China Redux compiled two quotes, of which this is the more interesting. From his prepared remarks for a speech before the Chicago Council on Global Affairs (when I was an intern there, it was the Chicago Council on Foreign Relations):

And as we strengthen NATO, we should also seek to build new alliances and relationships in other regions important to our interests in the 21st century. In Asia, the emergence of an economically vibrant, more politically active China offers new opportunities for prosperity and cooperation, but also poses new challenges for the United States and our partners in the region. It is time for the United States to take a more active role here – to build on our strong bilateral relations and informal arrangements like the Six Party talks. As President, I intend to forge a more effective regional framework in Asia that will promote stability, prosperity and help us confront common transnational threats such as tracking down terrorists and responding to global health problems like avian flu.

This is by no means a profound statement; but Obama’s call for stronger involvement in East Asia and a “regional framework” tells us that he views the region holistically rather than as a series of bilateral relationships. Again, nothing groundbreaking, but he seems to be on the right page.

I want to add to the Redux post one more statement by Obama on the importance of East Asia and China. This is from the first Democratic primary presidential debate of the 2008 election cycle last night:

BRIAN WILLIAMS: Senator Obama, what are America’s three most important allies around the world?

SEN. OBAMA: Well, I think the European Union as a whole has been a long-standing ally of ours. And through NATO, we’ve been able to make some significant progress. Afghanistan, in particular, is an area where we should be focusing. NATO has made real contributions there. Unfortunately, because of the distraction of Iraq, we have not finished the job in terms of making certain that we are driving back the Taliban, stabilizing the Karzai government, capturing bin Laden and making sure that we’ve rooted out terrorism in that region. We also have to look east, because increasingly the center of gravity in this world is shifting to Asia. Japan has been an outstanding ally of ours for many years, but obviously China is rising, and it’s not going away. They’re neither our enemy nor our friend. They’re competitors. But we have to make sure that we have enough military-to-military contact and forge enough of a relationship with them that we can stabilize the region. That’s something I’d like to do as president.

This frame of China as competitor might seem to part with the cooperative answer he gave before, but the argument seems to be: We can compete and cooperate at the same time. To be sure, neither the United States nor China can compete without a baseline of security and cooperation to keep markets moving.

Wen: Japan Trip ‘Most Important Task’ so Far in Office

Noted, from Howard French’s piece today (emphasis mine):

In reality, [Chinese Primier] Wen [Jiabao], too, mostly sticks closely to the script - a fact that he himself revealed in an unusually candid discussion of his preparation for the Japan trip. “This is the most important task since I took office,” he told an audience of Chinese residents in Japan. “I did a lot of preparation. Every sentence is written by myself, and I did all the research work myself.

“Why? Because I feel our nation’s development has reached a critical moment. We need to have a peaceful and conducive international environment.”

NYT Forgets to Look Past Hollywood in China-Sudan Story

Helene Cooper writes in The New York Times:

[I]n the past week, strange things have happened. A senior Chinese official, Zhai Jun, traveled to Sudan to push the Sudanese government to accept a United Nations peacekeeping force. Mr. Zhai even went all the way to Darfur and toured three refugee camps, a rare event for a high-ranking official from China, which has extensive business and oil ties to Sudan and generally avoids telling other countries how to conduct their internal affairs.

So what gives? Credit goes to Hollywood — Mia Farrow and Steven Spielberg in particular.

The article proceeds from there, actually giving the impression that a couple of people from the U.S. movie scene convinced the Chinese government to change its stance. Sure, the two have done some effective advocacy on the issue. Farrow started a campaign to brand the Beijing Olympics as the “Genocide Olympics.” And she pressured Spielberg, who’s advising the Chinese government on something or another related to the games, to pressure Chinese officials by saying he might compare to a Nazi propagandist if he didn’t speak up. (He did—in a letter to President Hu.)

The trouble is that the article doesn’t mention the dozens of campaigns and websites from elsewhere on Earth devoted to the same thing. Besides, the article says Farrow got on board last month. What about the Washington Post editorial from December that suggested that U.S. Treasury Secretary Henry Paulson bring up what the headline called the “genocide olympics” issue? Oh, and then there are the French presidential candidates calling for their country to boycott.

Asahi: Stating the Obvious With a Little Attitude

The English version of the Asahi Shimbun article about the U.S. action against China in the WTO over intellectual property has a pretty obvious headline: “WTO complaints against China put Japan in a bind.” It addresses the fact that the U.S. government asked Japan to join the action (and they haven’t decided yet as far as I’ve seen), and how that’s kind of awkward when Chinese Premier Wen Jiabao is in Tokyo for a “thawing” visit.

But the final two paragraphs seem to make a point of sticking it to China more than the United States:

Honda Motor Co., for example, has won a suit against a Chinese company that made “Hongda” motorcycles. In the 10 years ending in January, Chinese authorities acted on about 2,000 cases of intellectual property rights violations involving Honda products and technology.

Meanwhile, Chinese vendors sell batteries labeled “Sqny” (not Sony Corp.) and pirated versions of Japanese anime DVDs.

Measuring Progress From Wen’s Japan Visit

What’s come out of Chinese Premier Wen Jiabao and Japanese Prime Minister Abe Shinzo’s visit in Tokyo? Well, the Associated Press has a quick list. Here are the parts that might actually be news, instead of reiterations of things like agreeing to work for a nuclear weapons-free Korean peninsula:

  • Agreements to work for a successor to the Kyoto Protocol and to work on more energy efficient technology got a higher profile in this meeting than they had before, but are not exactly new proposals unless other details emerge.
  • AP reports that the leaders agreed to “[s]trengthen cooperation in defense policy, including reciprocal visits by warships.” This could be real progress toward the reduction of mutual fear and could contribute to regional security, since joint military activities educate sailors about their counterparts, potentially lowering tension in flash-point situations.
  • An agreement to “[s]peed up Japan’s cleanup of chemical weapons left in China from the World War II era” may have been a calculated concession by Abe, given his nationalism and hard stance on history.
  • Agreeing to “face up to history” may sound like something, but it’s been said over and over by Japanese leaders apparently with little relation to actual actions, conciliatory or not.
  • There was more talk about another Abe visit to China this, following up on last year’s after he entered office. This may be the first mention of a possible visit by Chinese President Hu Jintao to Japan in 2008.
  • And as Japan weighs whether to join the United States in WTO action over Chinese intellectual property practices, the two sides agreed to “[w]ork together to promote intellectual property rights.”

AP has no mention of an expected decision by China to allow Japanese rice imports. But this list may not be comprehensive. I’ll have my eyes out for more over the coming days. I haven’t seen anything on so-called “comfort women” yet either, but it would not be unusual for that issue to go undiscussed in public during the diplomatic visit.
